India Post to launch own e-commerce portal like Amazon or eBay

Directly stepping into the cyber world, India post is going to launch its own e-commerce portal in the shape of those like Amazon or eBay soon. The aggressive step of India Post, world's largest postal service, is a part of its massive IT based modernization initiative worth Rs 5,000 crore.

"At planning and designing phase now, the final rollover of the dedicated postal e-commerce portal may take another 6 months. But we are excited about this new avatar in our service basket," Mr. John Samuel, member of Postal Services Board told ET.

As he describes, the portal will be like popular e-commerce entities like Amazon or eBay. A conduit between buyers and sellers. But, it is not going to be entirely open for any item to be traded by anyone. Rather a moderated and scrutinized list will be followed. Local specialties like Tea from Darjeeling, Mango from Malda in West Bengal or Saffron from Kashmir will have emphasize in that.

India Post is Tying up with different controlling authorities like Spices Board, Tea Board, or cashew Board to ensure 'quality trading of quality items only'- as Mr. Samuel puts it.

In addition to the physical products, services of different public sector are also being planned to be included into the tradable items of the portal.

"Wide and fast growing coverage of Internet through computer and mobile phones are bringing more and more people from even remote corners to the doorsteps of e-commerce. There lies our new opportunity. Moreover delivery of the items is a major issue for all e-commerce authorities. Here also India post excel's with its 1.5 lakh establishments and time tested connectivity network," he said.

In one hand we have Rs 4909 crore worth IT related infrastructure modernization plan and on the other hand, we are spending another Rs 2000 crore to have new vehicles to ensure faster delivery.

Indeed it is a new step to a new world that can give new life to financially crunched Indiapost. But, "We need to bring change in our own attitude at certain corners to churn out the best out of this initiative," accepted Mr. Samuel.

SB Order 02/2015 : Introduction of new scheme "Sukanya Samriddhi Account" under Small Savings Scheme from 22.01.2015.

Under the scheme, the account can be opened from the birth of the girl child till she attains the age of 10. A girl child who attained the age of 10 years, one year prior to notification, will also be eligible. The account can be opened by an amount of Rs 1,000 and in a financial year investment ceiling is Rs 1.5 lakh. The child can close the account earliest at the age of 21 years with option of keeping the account till marriage.



For the current financial year, this would work out to 9.1%. For the sake of simplicity, the manner of interest calculation would be similar to public provident fund (PPF).




When Prime Minister Narendra Modi will launch 'Beti Bachao Beti Padhao' campaign at Panipat on January 22, he would also introduce an ambitious scheme 'Sukanya Samruddhi Account' to make girls financially empowered.
Modeled on the pattern of small savings schemes of the government, the Centre would offer high rate of interest for account holders under the new scheme. Direct Recruitment of Postman/ Mail Guard-2015
The Department of Posts, Ministry of Communications &Information Technology of Government of India inviting applications from eligible candidates of  Telangana  and Andhra Pradesh states for the recruitment of Postman and Mail guard job posts for the vacancies of 2009 to 2012 in Andhra Pradesh postal.

Eligibility criteria and age limit

For applying the Recruitment of Postman and Mail guard central government jobs in Telangana and AP postal circle, candidates should have the educational qualification of SSC/ Matriculation from a recognized Board or University.


Candidate’s age should be between 18 – 27 years as on Feb 16, 2015(for general and unreserved categories). Candidates belongs to SC/ST/OBC/PH/Ex-Servicemen categories are eligible for age relaxation as per government orders. Upper age limit relaxable for candidates  belonging to Scheduled Castes/Scheduled Tribes up to five years and for candidates belonging to Other Backward Classes up to three years & others in accordance with the instructions issued by the Government of India from time to time). Age relaxation for PH Persons and Ex Servicemen would be as per extant orders of Govt. of India issued from time to time.

Pattern & Syllabus of Examination:

The Applicants shall be subjected to an aptitude test with a total 100 marks covering the following subjects/topics. Aptitude Test will be  comprising following parts [A/B/C (i)/C (ii)].

The total duration of the aptitude test will be 2 hrs (120 minutes). There is no negative marking.

A General Knowledge (25 Marks with 25 Questions)
Topic: Indian Geography, Indian Culture & Freedom Struggle, Civics, Indian Economy, General Science, Current Affairs and Reasoning & Analytical Ability of 10th Standard.

Topic : Percentages, Ration & Proportion, Profit & Loss, Simple Interest, Average, Discount, Partnership, Time & Work and Time & Distance
C. (i). English
Topic: Articles, Prepositions, Conjunctions, Tenses, Verbs, Synonyms & Antonyms, Vocabulary and Questions from a small unseen passage.
C (ii). Regional Language (Telugu) [25 Marks with 25 Questions]
 Telugu Grammar and literature

Selection Process:
The Minimum Qualifying Marks to be obtained in each part of Aptitude Test: -
OC: 10 Marks in each Part & 40 in Aggregate
SC/ST: 8 Marks in each part & 33 in aggregate
OBC: 9 Marks in each part & 38 in aggregate

The Final Merit list shall be prepared on the basis of the aggregate marks obtained by the applicants in the Aptitude Test.

Selection Procedure: Based on the marks obtained in the Aptitude Test, a merit list of qualified candidates will be prepared in each Postal/RMS Division separately. As per the availability of vacancies as notified above, selection will be made in the respective unit based on the merit list among the candidates applied for that particular Division/Unit.

Subject: Introduction of postal stamps as RTI fee/cost – seeking comments from public regarding

RTI Rules, 2012 prescribe payment of RTI application fee/Cost through four Modes i.e. IPO, Demand Draft, Bankers Cheque and Cash against receipt. Apart from regular modes of payments, Information seekers can use the facility of e-IPO and also use Debit/Credit Card for filing online RTI
application.


2. CIC in its full bench decision in the case No. CIC/BS/C/2013/000149/LS dated 27.08.2013 had inter-alia urged DoPT to consider acceptance of RTI stamps as a mode of payment of RTI Fee and Costs. The issue was examined in consultation with Department of Posts and the latter expressed its inability to print exclusive RTI stamps. Subsequently, Department of Posts recommended use of definitive series of postal stamps which are ubiquitously available in the Post Offices across the country in different denominations. It further added that, the RTI applicants would also need to affix the said stamp(s) on the RTI application. The RTI applicant(s) by putting his signature or thumb impression shall cancel the said postage stamp(s) to prevent it from misuse/re-use.

3. It was decided with the approval of the then MoS (PP) that acceptance of postal stamps as mode of payment of RTI fee and cost would require amendment in the RTI Rules notified on 31.7.2012 only, the recommendations of CIC may be noted and considered as and when amendment to RTI Rules are considered.

4. The CIC in its recent decision dated 12.12.2014 in File No.CIC/SA/C/2014/000038 has again recommended to DoPT to adopt the proposal of the Deptt. of Posts of use of ordinary Postal Stamps for payment of RTI fee.

5. Introduction of Stamps as one of modes of payment for RTI application fee would require amendment to the RTI Rules, 2012. In addition, the following issues need to be sorted out before taking any decision.

i. Use of ordinary postal stamps for the purpose of RTI may lead to accounting problem, as it would not be possible to account amount collected for RTI through ordinary stamps. Section 25(3)(e) of the RTI Act lays down that each public authority is required to communicate to CIC/SIC, as the case may be, the amount of charges collected under this Act for incorporation in their Annual Report.

ii. There is apprehension of misuse of ordinary stamps for the purpose of RTI, in the absence of specific procedure for crossing such stamps.

iii. Whether postal stamps may be considered for initial RTI fees only or for payment of additional fee also.

6. A Committee has been formed to look into the above and other related issues. It has been decided to invite views/suggestions from the citizens in the subject matter, for the consideration of the Committee. The views/suggestions, preferably not exceeding more than one page, may be sent latest by 7.2.2015 through email only to Shri R.K. Girdhar, Under Secretary (RTI), North Block at usrti-doptOmic. in.

CENTRAL GOVERNMENT EMPLOYEE'S LTC LIKELY TO COVER FOREIGN COUNTRIES

Leave Travel Concession for Central Government employees is likely to be extended to cover trips to foreign countries too. Although these are unconfirmed reports, we are sharing the news reports that have appeared in leading English newspapers recently. 
 
Traveling abroad is a dream for most Indian families. The Centre’s attempts to fulfill this dream are worth appreciating. Although initially the scheme covers only four countries (Bhutan, Nepal, Maldives and Sri Lanka), traveling to a foreign country, with the expenses paid by the Government, is no small accomplishment. Traveling abroad with the entire family is bound to elevate the social status of the employee among his friends and relatives. 
Newspapers claim that the decision was influenced by a desire to boost tourism to neighbouring countries after Prime Minister Modi’s trip to the SAARC meeting. 
 
Air travel concession under LTC Scheme to the North East Region was launched by the Centre in 2008 in order to boost tourism to those states. The concession was then extended to cover Jammu and Kashmir. Now, the concession also covers Andaman and Nicobar Islands. The DoPT issued orders on 26.9.2014 that the relaxation to travel by air to NER, J&K and A&N with effect from September 2014.
 
In the past, All India LTC was granted once every four years to Central Government employees, to travel by train to a selected place and reimburse the ticket expenses. The fact that, from those humble beginnings, it has come this far, is a welcome development. 
 
From general compartment-travels, the concession was upgraded to the air-conditioned class. Then, it was given for air travels. Now, the scheme is all set to cover trips to foreign countries.

Subject: The Lokpal and Lokayktas Act, 2013 — Submission of declaration of assets and liabilities by the public servants

Ministries/ Departments may refer to CS.I Division, DoPTs OM. of even number dated 31st July 2014 and 9th September 2014 on the subject mentioned above.

2. The Government has since amended the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits for Exemption of Assets in Filing Returns) Rules, 2014 under the Lokpal and Lokayuktas Act, 2013 vide Notification No G.S.R. 918(E) dated 26th December 2014. in terms of which, the last date of revised returns of assets and liabilities by public servants has been extended to 30th April 2015. The Notification is available on the website of this Department. Further, the Govt. have also modified Form No.11 and Form No.IV for filing of the returns. The  revised formats are attached herewith. Accordingly, all the CSS Officers shall be required to file the revised declarations, information as on the 1.8.2014 by 30.4.2015.

3. The extended date and the modified formats for filing of the returns may be brought to the notice of all CSS Officers. Ministries / Departments are also requested to forward the declarations, information, returns submitted by US and above level officers of CSS to CS.I Division, DoPT for records.

Weaves of Varanasi:
A "pilot" initiative of Department of Posts and Snapdeal has been launched in Varanasi. It envisages a joint collaboration by providing for a platform for small businesses/weavers to enable them to sell their products online.

Under this pilot scheme, the weavers/domestic manufacturers of Varanasi silk products will be able to showcase their products through the Snapdeal portal with the help of Department of Posts and they would be helped in the end to end transaction of their products i.e. from registration to receipt of the money from the customer. The customers would also benefit by reaching out to the weavers directly.

This initiative envisages developing scalability and sustainability for inclusion and mainstreaming artisans and small businesses to the e commerce market through the post offices.
