Postal life insurance limit hiked to Rs 50 lakh
New Delhi, December 25
To mark the Good Governance Day, Telecom Minister Ravi Shankar Prasad today announced that the limit of postal life insurance has been raised from Rs 20 lakh to Rs 50 lakh, besides launching one-month rental-free MTNL broadband and landline combo plans on new bookings.
The 21 schemes he announced also included support for international patent protection in electronics and an Internet-based real-time system to provide eServices in rural India.
December 25 is being celebrated across the country as Good Governance Day, which Prime Minister Narendra Modi has said was ushered in by the previous NDA regime led by Atal Bihar Vajpayee and is being carried out in this government. It also coincides with Vajpayee’s birthday.
“Good governance can be effectively achieved through the vision of Digital India of digital infrastructure as a utility to every citizen, governance and services on demand and digital empowerment of citizens,” Prasad said in his address.
In the last six months, the government has taken a number of landmark initiatives. Digital India programme is committed to taking the cause of good governance forward in letter and spirit, he added.
Key projects include time stamping of digital signature, Integrated Indian Languages Virtual Keyboard for Android, PARAM Shavak (Super computer in box solution), .bharat domain in Gujarati and Bangla, e-launch of Support International Patent Protection in Electronics & IT scheme (SIP-EIT).
Prasad also handed over disbursements under the Modified Special Incentive Package Scheme(M-SIPS) and Electronics Manufacturing Clusters (EMC) disbursement.

Another launch was that of C-DOT’s solution MAX-NG, a cost-effective and smooth migration path to the Internet Protocol Multimedia Systems (IMS).
It will ensure a smooth transition from old telephone system to voice over Internet protocol and will enable consumers to enjoy voice, data and video services on existing landlines at affordable cost.
Telecom Secretary Rajesh Garg said the government has planned to cover about 55,669 villages as yet uncovered by mobile connectivity all over India in a phased manner by March 2019.
The focus is to reach remote areas like North-Eastern States, Himalayan States, Border States and Islands and more importantly the Left Wing Extremism affected areas in the country, he added.
DeitY Secretary R S Sharma said his department has taken various initiatives like MyGov, Aadhaar-enabled Biometric attendance system, Jeevan Pramaan, eGreetings, eSampark, National Digital Literacy Mission, eGovernance Competency Framework to promote good governance.

Blind Mathematician: Lakkoju Sanjeevaraya Sharma
“Everyone is a genius. But if you judge a fish on its ability to climb a tree, it will live its whole life believing that it is stupid.”- Albert Einstein (1879-1955)
It is popular belief that disable persons are unable to do something great. But it is not fact at all. Lakkoju Sanjeevaraya Sharma was a little known Indian mathematician from Andhra Pradesh. He was born blind and gave many Mathematical Avadhanams (Ganitavadhanams) and surprised the elite and educated people.
He was born on 27 November 1907 at Kalluru village of Proddatur mandal (Block) in Cuddapah district in a pious Brahmin family. His parents are Lakkoju Pedda Pullaiah and Nagamma. He had no formal education. He was married to Adilakshmamma at the tender age of 19.
He gave his first performance at Andhra Mahasabha at Nandyala (Kurnool District) in 1928 chaired by Indian philosopher and statesman Sarvepalli Radhakrishnan (1888-1975). Nandyal is a town; originally called Nandalluru, is a major centre of trade, commerce, education and industries in the region. He was also invited to New Delhi by the then Prime minister Jawaharlal Nehru (1889-1964) and performed before the 1st President Rajendra Prasad (1884-1963) and other dignitaries. He was widely traveled and gave about 7,000 performances in several states e.g. AP, Tamil Nadu, Karnataka, Maharashtra and New Delhi (UT but state status). One of the memorable performances was given on December 7th 1966 at Sri Krishna Devaraya Andhra Bhasha Nilayam, Hyderabad. He has prepared Indian Calendar for 4000 years. He has received many Gold medals, honors and felicitations.
He was invited to USA in 1993 by the Telugu community but could not attend due to Visa problem. He got honorary Ph D from Sri Venkateswara University in Tirupati in 1996. It is a tragedy that a mathematical giant spent his old age in utter poverty in an asbestos room at Srikalahasti, a holy town and a municipality in the Chittoor district. But the Government showed lukewarm response to support such type of stammering personality. He was playing Violin every evening at Kalahasteswara (Lord Shiva) temple and used to get some honourorium from the Devasthanam (Tirumala Tirupati Devasthanams, TTD) authorities. He died in 1998.

Government to launch revamped Kisan Vikas Patra soon: Official
The government will soon launch the revamped Kisan Vikas Patra (KVP) besides some new saving instrument programmes for the girl child as well for the physically challenged person, a senior finance ministry official said today.
"We are going to launch the revamped Kisan Vikas Patra (KVP) soon again in the form of saving instrument," Rajat Bhargava, Joint Secretary (Budget) in the ministry finance said at an event here.
"Similarly, the government of India is also going to launch some new saving instrument programmes for girl child as well as for the physically challenged person who has not been covered so far (under the programme)," Bhargava added.
Finance Minister Arun Jaitley, in the Budget speech, had said he will re-introduce the KVP, which was a very popular instrument among small savers.
"I plan to reintroduce the instrument to encourage people, who may have banked and unbanked savings to invest in this instrument," Jaitley had said.
The KVP was discontinued by the UPA government in 2011 following the Shyamala Gopinath Committee report. It had suggested that KVPs may be discontinued as they are prone to misuse.
KVP was a popular saving scheme that doubled the money invested in eight years and seven months. The government sold these saving bonds through Post Offices in the country.
The new government has identified financial inclusion and access to formal financial channels as a priority area and the reintroduction of KVP is seen as furthering this objective.
