Delay in issuing  DA Order

“…10% enhancement in Dearness Allowance/Dearness Relief has already been approved by Central Government on 28th February, 2014  Now a formal Office Memorandum in this regard is awaited from Finance Ministry. Month of March, 2014 is going to end and a month is also passing after approval all employees/pensioners/offices are waiting for Finance Ministry’s Memorandum. Last year the approval of DA/DR pertaining to January, 2013 was also issued very late on 18th April 2013
According to the govt. approval additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014 would be released not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. Salary for the month of March, 2014 will be paid on 2nd April, 2014 and the salary/pension of March, 2014 will be calculated on 90% DA/DR and three months’ arrears will be paid after receiving of FM’s Order. The order of enhancement in DA also necessary to 25% increase in some allowances. As per sixth CPC’s recommendations some allowances can increase 25% every time when the DA touches 50%.”

Closing of Central Government Offices

OFFICE MEMORANDUM
Subject: Closing of Central Government Offices in connection with general elections to the Lok Sabha and State Legislative Assemblies and Bye Elections to Legislative Assemblies during 2014.

The undersigned is directed to say that in connection with the general elections to the Lok Sabha and State Legislative Assemblies of Andhra Pradesh, Odisha & Sikkim and Bye Elections to Legislative Assemblies of some States, scheduled to be held in 2014, the following guidelines, already issued by DOPT vide OM No. 12/14/99-JCA dated 10th October, 2001, have to be followed for closing of the Central Government Offices including Industrial Establishments in the States:-
(i) The relevant offices/organizations shall remain closed on the day of poll in the notified areas where general elections to the Lok Sabha and State Legislative Assembly are scheduled to be conducted.
(ii) In connection with bye-election to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization/Industrial Establishment located outside the constituency having a general/bye-election.
2. The above instructions may be brought to the notice of all concerned.

PA/SA Online

There is an issue in connection with PA/SA Online Application website.  While printing the Chellans, same barcodes are printing in the different Chellans with different registration number.  That is, the Registration number and barcode number are different in some Chellans. In this case the amount credited will not goes to the correct candidate’s registration number.  The amount will reflect against the same registration number in the epayment website. Number of offices has reported the same discrepancy. Following are the solutions

Solution


1. While doing ePayment transaction, the counter PA should check whether the Registration No and the barcode number printed in the chellan are same. (Check the first 12 digits from barcode)

2. If the numbers are different, type the registration number manually in the epayment transaction screen and complete the transaction or suggest the candidate to make another registration.

                         This is regarding filling up of MTS vacancies for the year 2009 to  2012 in Administrative/Sub ordinate offices from  open market.

                      The competent  authority has apporoved the proposal for inviting  online/off line applications for the above Recruitment.  Accordingly  Circle  Office has taken action for displaying  detailed notification , instruction sheet, vacancy position of  each unt  in the web site www.appost.in for enabling  the applicants to access and for registration of their applications on line/off line.
                        The Divisions/Units where vacancies are available may be instructed to make arrangements for receipt of applications and also to maintain account for the same duly entered in the Registers by the ASP (Hqrs)/Officer  identified  for the purpose. Further instructions on the action to be taken in respect  of applications received  by post will be issued separately and the applications are to be preserved in joint custody of Divisional Head/ASP Hqrs or OA concerned.  No data entry is required to be made in respect of applications received by  Post.
                     A publication of the advertisement was given in two leading  News Papers, Andhra Jyothi and The Hindu  News papers on 6-3-2014 through out the AP State.

                The mode of payment  of Application  and Examinaton FEE is  prescribed through e paymet facility  in computerised Post offices.  Therefore detailed instructions  may be issued to all the divisional Heads and e payment Post offices for acceptance of Fee from the applicants in the shape of cash only when they approach the PO counter. Necessay precaution must be taken for accounting of the FEE collected on daily basis and uploading of data to the main Server.

                ********The Biller  ID created as “MTS Recruit : NO”.  The amount collected in the e-payment counter is to be remitted to the treasury accounts once in a Hour and get acknowledged and e-payment communication is to set to run for every 15 minutes.*****

A Copy of the detailed Notification is enclosed for circulation among all the post offices in the division and for giving wide publicity.  The Staff Working in PO counters may be instructed to guide the candidates regarding e-payment and also downloading the applications by the candidates who wants to apply manually. The Detailed Procedure is given in the Instructions contained in the Notification.s
